EMA appointed BG Singapore Gas Marketing Pte Ltd (BG) through a competitive Request-for-Proposal as the Liquefied Natural Gas (LNG) Aggregator to carry out the initial LNG procurement for Singapore. BG was selected for the attractiveness of its total solution for Singapore, including security of supply from its diverse LNG supply portfolio at a competitive price and its capability to grow the Singapore gas market.
EMA has concluded discussions with BG on an Aggregator Agreement which sets out the pricing details and other terms and conditions for the supply of LNG to Singapore. BG’s role as the LNG Aggregator is to aggregate demand for regasified LNG from all end-users of gas in Singapore, and to procure LNG supply for these end-users. EMA has issued an exclusive licence to BG to import LNG and sell regasified LNG in Singapore for up to 3 million tonnes per annum of LNG or until the year 2023 whichever is earlier.
As of mid 2012, LNG aggregator BG has sold around 2.7 Mtpa of regasified LNG. This initial tranche of long-term gas purchase contracts will underpin the throughput of the LNG terminal when it is operational in the second quarter of 2013.
As the exclusive supplier of regasified LNG to Singapore, BG has an obligation to provide potential gas buyers with firm offers to purchase additional quantities of regasified LNG in accordance with procedures agreed upon with the EMA and laid out in the Aggregator Agreement.
