Notes to the Applicant:

  1. You do not need to apply for an Electricity Licence for Generation Licensee to generate electricity if you fall into the following categories:
    a) The generating units are used solely to provide backup power in the event of interruption of electricity supply from the transmission system, and are not connected to and not operated in parallel with the transmission system (standby generators); or
    b) The nameplate capacity of the generating unit is less than 10MW. However, please note that for generating units with a nameplate capacity of 1MW or more but less than 10MW which are connected to the transmission system, you will need to register as a market participant with the Market Company in accordance with the Market Rules and apply for an Electricity Licence for Wholesaler Licensee (Generation).
  2. The requirements stated in this application form are subject to change, to adapt to the continual development and evolvement of the electricity industry. Until a licence is issued, you are advised to check with the Authority from time to time regarding the latest licensing requirements.
  3. If an application for the licence is granted, you will need to pay an initial licence fee, and pay a subsequent fee each year.
  4. The issuance of a licence does not guarantee your registration as a market participant by the Market Company.

Completion Instructions

  1. The estimated time to complete this form is 50 minutes.
  2. You will need the details of your company shareholders/directors, past experience in generation projects and the proposed generation project to fill up this application form.
  3. Please submit the following list of documents together with the application:
    1. Certified true copy of the Applicant’s Certificate of Incorporation;
    2. Certified true copy of the Applicant’s Memorandum and Articles of Association;
    3. Certified true copy of relevant ownership documents, including documents lodged with the Accounting & Corporate Regulatory Authority, ACRA (or equivalent authority in relevant jurisdiction) showing the shareholder structure. Include names and addresses of significant shareholders;
    4. Audited past profit and loss statements, balance sheets and cash flow statements of the Applicant or the significant shareholders for the last 5 full financial years or since incorporation if less than 5 years;
    5. Credit statement or credit rating, including any history of bankruptcy or financial distress;
    6. Documentary proof of preliminary financial commitment from lenders and shareholders;
    7. Financing plan with details of sources of capital and repayment schedule;
    8. A copy of the location plan for each proposed generating unit;
    9. A copy of plant layout and schematic or steam flow diagram for each proposed generating unit;
    10. A copy of the line diagram of the proposed electricity connection scheme for the proposed generation plant. [NOTE: The Applicant is required to first submit the electricity connection application for the proposed generation plant to the Transmission Licensee and forward a copy of it to the Authority. The Transmission Licensee would decide on the electricity connection scheme and advise the Applicant accordingly.];
    11. If the applicant is going to use gas as a fuel for the generation plant, a copy of the line diagram of the proposed gas connection scheme for the proposed generation plant is required. [NOTE: The Applicant is required to first submit the gas connection application for the proposed generation plant to the Gas Transporter Licensee and forward a copy of it to the Authority. The Gas Transporter Licensee would decide on the gas connection scheme and advise the Applicant accordingly.]; and
    12. Endorsement from the relevant authorities on the development of the proposed generation projects.
  4. All attachments shall be appended in the space "Section VI: Upload Attachments"
  5. If any information provided by the Applicant is of a confidential or commercially sensitive nature, please clearly identify such information and state reasons why the information is considered confidential or commercially sensitive.
