The liberalisation of the retail electricity retail market is being implemented in phases, starting with consumers with higher electricity consumption followed by those with lower electricity consumption. Eventually, all consumers in Singapore will become contestable when the retail electricity market is fully liberalised.
Contestable consumers have three choices to buy electricity.
Electricity prices in the wholesale market fluctuate every half-hour. If you choose to buy electricity directly from the wholesale market, you will have to manage yourself the risk of the price fluctuations in the market. On the other hand, if you buy electricity from a licensed retailer, your retailer can manage the risk for you and offer you a supply package. You can negotiate the package for electricity supply that best meets your needs.
EMA has formulated an Evaluation Guide to help contestable consumers decide between purchasing from the electricity retailers and buying from the wholesale market.
Applying for contestability
If you are a high-tension consumer or if your average monthly consumption over the past 12 months is 10,000 kWh or more, you may apply to SP Services Ltd to become a contestable consumer. You can contact SP Services Ltd at Tel: 1800-233 8000 on the requirements for application of contestability. If you choose to do nothing, you will continue to buy electricity at regulated electricity tariffs.
If you do not meet the contestability requirement, you will remain non-contestable and have to buy electricity at regulated electricity tariffs from SP Services Ltd.
