System operation involves round the clock monitoring and control of the electricity transmission system and generators by teams of System Control officers on 8-hours shift-duty. Each team is led by an experienced Control Manager who is assisted by 4 Technical Executives tasked to:

  1. control Generators’ output & regulate system frequency,
  2. regulate system voltages and direct power flows thru the Transmission System,
  3. liaise with the Market Operator & Market Participants on dispatch schedule & compliance to dispatch instructions; and
  4. oversee operation of the natural gas transmission system as there is a high interdependency between the natural gas system & the power system.

In the event of a power system disturbance, System Control officers on-duty shall activate contingency plan to first stablise & then return the power system to normal operating state; and if there is electricity supply disruption, crisis management plans will also be activated to restore supply & co-ordinate licensees equipment/plants repair/replacement.

System Operation Manual (SOM)

The System Operation Manual (SOM) is intended to provide electricity market participants with system operation procedures of relevant deails that the Power System Operator (PSO), market participants and other relevant operating facilities within the PSO-controlled system must comply with to maintain the security and reliability of the power system, as required under market rules.

The SOM describes how the power system shall be operated to provide the desired level of reliability and security. It consolidates the operational procedures and associated forms, standards, and policies that define various elements relating to the operation of the PSO-controlled system. Procedures contained in the SOM provide more detailed descriptions of the requirements for various activities specified in market rules. Where there is a discrepancy between the requirements in the SOM and market rules, the market rules shall prevail. Standards and policies appended to, or referenced in, these procedures provide a supporting framework. The requirements described in various sections of the SOM are supplementary to and do not authorise any departure from the Transmission Code, Market Rules and Electricity Act.

Emergency Management

The Power System Operation Division (PSOD)  develops and maintains the necessary system operating procedures to handle and manage power system crisis.

The PSO is required to develop and maintain the Singapore Electricity Emergency Plan and the Singapore Power System Restoration Plan. These plans detail the planning, testing, information required, emergency procedures such as load reduction, load restoration and communication protocols necessary to implement effective emergency responses and restoration of the power system. It provides an overview of the Plans in getting the emergency set-up organized and how the various actions are to be implemented and co-ordinated by PSOD with the relevant licensees.
