EMA is implementing a gas safety regulatory framework to enhance the safety of gas-related activities in Singapore.

The broad objectives of the framework are to:

  1. Protect the public from dangers arising from the production, processing, storage, conveyance, supply or use of gas;
  2. Minimise risks associated with
    - rupture of gas pipeline and gas leak;
    - different operating pressures in various parts of the gas pipeline networks
    - gas usage by consumers
  3. Ensure emergency preparedness of all gas licensees in responding to gas-related emergencies; and
  4. Mandate the relevant gas licensees to promote public awareness of gas safety.

 

Gas licensees will be required to adopt acceptable safety plans and ensure effective risk mitigation measures in the production, processing, storage, conveyance, shipping, supply or use of gas. They will also be required to demonstrate the safety measures taken to eliminate or reduce the inherent risks in their facilities to "as low as reasonably practicable".
