The EMA regulates the energy utilities market within a regulatory framework based on the following legislative Acts:
 
Act Purpose
Energy Market Authority of Singapore Act (Chapter 92B) To establish and incorporate the Energy Market Authority. It sets out the functions, duties and powers of EMA.
   
Electricity Act (Chapter 89A) To create a competitive market framework for the electricity industry and provide for the safety, technical and economic regulation of the generation, transmission, supply and use of electricity.
   
Gas Act (Chapter 116A) To create a competitive market framework for the gas industry and provide for the safety, technical and economic regulation of the transportation and retail of gas.
   
District Cooling Act (Chapter 84A) To license and regulate the provision of district cooling services in designated areas.
