In 2007, Singapore announced that it would procure LNG through a single buyer or Aggregator, due to the small size of the market here. Shell Gas Marketing Pte Ltd was appointed by EMA to be an aggregator to import the initial tranche of LNG for Singapore’s gas consumers.
Shell Gas Marketing Pte Ltd has an exclusive licence to import LNG and sell regasified LNG in Singapore for up to 3 million tonnes per annum (Mtpa) or until the year 2023, whichever is earlier. As of March 2014, it has sold around 2.7Mtpa of regasified LNG.
As the exclusive supplier of regasified LNG to Singapore, Shell Gas Marketing Pte Ltd is obligated to provide potential gas buyers with firm offers to purchase additional quantities of regasified LNG, in accordance with procedures agreed upon with EMA and laid out in the Aggregator Agreement. This sets out pricing details and other terms and conditions.

Beyond Shell Gas Marketing Pte Ltd’s 3 Mtpa, EMA has launched a two-stage Request for Proposal (RFP) to supply Singapore’s next tranche of LNG imports. Details of the RFP process are outlined in its final determination paper.
EMA launched a RFP on 30 June 2014 to appoint up to two LNG importers to supply Singapore with LNG beyond the first 3 Mtpa from Shell Gas Marketing Pte Ltd.
