In 2007, Singapore announced that it would procure LNG through a single buyer or aggregator due to the small size of Singapore's market. Shell Gas Marketing Pte Ltd (formerly BG Singapore Gas Marketing) was appointed by EMA to be an aggregator to import the initial tranche of LNG for Singapore’s gas consumers.
To provide more options for LNG buyers, EMA appointed Shell Eastern Trading (Pte) Ltd and Pavilion Gas Pte Ltd as LNG importers in 2016. They were to supply Singapore with LNG when Shell Gas Marketing Pte Ltd's exclusive franchise ended. The two importers have an exclusive franchise to import up to 1 million tonne per annum (Mtpa) of LNG each or for up to three years (until April 2021), whichever is reached earlier.
To enhance competition and give gas buyers in Singapore more options, EMA appointed two additional term LNG importers in 2021, viz. ExxonMobil LNG Asia Pacific and Sembcorp Fuels (Singapore) Pte. Ltd.
EMA also allows new Piped Natural Gas (PNG) supplies to offer users more options.
Interested gas buyers may approach the gas importer licensees on their gas supply terms.
