New National Energy Competency Framework to Strengthen Power Sector's Manpower Capabilities

The Energy Market Authority (EMA) today launched the National Energy Competency Framework (NECF). Developed in close collaboration with industry, the Union of Power and Gas Employees and the Workforce Development Agency, the NECF spells out the career pathways for both technical and non-technical jobs in the Power sector. This will benefit the existing Power sector workforce in planning for their career progression as well as prepare mid-career professionals and students looking to join the sector.
The NECF covers the career progression pathways for 26 electricity and gas job families within the Power sector. In addition, the NECF provides detailed pathways and associated competencies for 14 job families that were prioritised by the industry, based on its current needs and impact to the Power sector’s future. They include job families in the areas of Power Generation, and Transmission and Distribution of Electricity and Gas. With this framework, workers in the Power sector will be able to chart and plan their careers. They can also decide whether to pursue a specialist or managerial role. The 26 job families, including the 14 with associated competencies, can be found in Annex A; while an illustration of a career pathway in the sector is shown in Annex B.
On the importance of this framework, Mr Ng Wai Choong, Chief Executive of EMA said, “The Power sector plays a critical role in Singaporeans’ everyday lives and in enabling the Singapore economy. The National Energy Competency Framework will help the Power sector’s workforce upgrade their competencies and enhance their career prospects. Mid-career professionals and students interested to join the sector can also learn about the various career opportunities and the required skillsets to pursue their career aspirations in this growing sector.”
This new framework will be a reference for the Power sector to guide its human resource policies in talent attraction, retention and staff development. Institutions of Higher Learning and training providers can also use this framework to align their curriculum for both pre-employment training and Continuing Education Training to benefit mid-career professionals and students who are interested to join the Power sector.
The NECF is now accessible via the Powering Lives portal at www.poweringlives.sg. This new portal provides information on career, internship and scholarship opportunities in the Power sector, and also allows one to participate or keep up with industry events.
EMA has been working in close consultation with the industry for the development of the NECF and the Powering Lives portal. Their launch today marks the full implementation of the initiatives recommended by the Power Sector Manpower Taskforce, which were accepted by the Government in January 2013.
