Public Consultation on Proposed Legislative Amendments to the Energy Market Authority of Singapore Act, Electricity Act and Gas Act

  1. The Ministry of Trade and Industry (MTI) and Energy Market Authority (EMA) are seeking public feedback on the proposed legislative amendments to the EMA Act, Electricity Act, and Gas Act. The public consultation period is from 8 May 2024 to 5 June 2024. The proposed amendments aim to update EMA’s regulatory regime for the energy markets and infrastructure.
  2. The power sector accounts for about 40% of our emissions today, with 95% of our electricity currently generated from natural gas. To achieve Singapore’s net zero target, we will need to decarbonise the power sector by 2050. Developing different decarbonisation pathways such as electricity imports and hydrogen will involve significant investment. Singapore’s energy landscape has evolved significantly over the last 50 years and will continue to evolve in aspects such as the regulation of energy markets and energy infrastructure planning. Hence, we will need to enhance the current regulatory regime to support the nation’s goal of achieving net-zero emissions by 2050. The amendments are geared towards supporting our energy transition while ensuring energy security and cost competitiveness.
  3. MTI and EMA invite members of the public to submit their views and feedback on the proposed legislative amendments, which can be accessed on the REACH website (https://go.gov.sg/feedbackmtibill) by 5 June 2024. Please note that the proposed legislative amendments do not represent the final legislation, which will be shared after the consultation exercise ends.   4. Feedback received during the consultation exercise will be reviewed thoroughly and, if accepted, will be incorporated to the Bill for introduction in Parliament. To maintain confidentiality of feedback contributors, we will anonymise and aggregate the results of this public engagement.
