The Market Support Services (“MSS”) Code sets out the minimum standards of performance for the provision of market support services by the Market Support Services Licensee (“MSSL”). The MSS Code also sets out the rights and obligations of a Retail Electricity Licensee, a Generation Licensee, the Transmission Licensee and a contestable consumer with respect to market upport services. Under the MSS Code, each Retail Electricity Licensee and the Market Company viz. Energy Market Company (“EMC”) may, on behalf of their respective customers, apply for temporary electricity supply disconnection or MSS accounts closure by submitting a service transaction request to MSSL through the Retail Electronic Business Transaction system. Section 8.3.4(b) of the MSS Code currently stipulates that the nominated transaction date (i.e.effective date of such request) should not be earlier than 12 business days from the submission date.
To enable service transaction requests for temporary disconnection or MSS accounts closure to be effected earlier, it is proposed to allow each Retail Electricity Licensee and EMC to submit such requests with a nominated transaction date not earlier than 7 (instead of 12) business days. EMA seeks written comments and feedback to the proposed modifications in the MSS Code as set out in Appendix 1.
