EMA’s Procedures for Calculating the Components of the Vesting Contracts (“VC Procedures”) sets out the methodology to forecast the electricity consumption for calculating the VC Quantities for each hedge quarter, as well as the corresponding contestable consumer (“CC”) load proportion.
With the use of the Static Residential Load Profile (“SRLP”) for estimating the half-hour consumption of residential CCs, SP Services Ltd as the Market Support Services Licensee (“MSSL”) will require 75 calendar days to finalise the CC load data for a given billing month. As such, the complete CC load data for estimating the CC load proportion for the upcoming hedge quarter will not be available to continue using the Current Methodology. Furthermore, in view of the Open Electricity market (“OEM”) full launch from 2H 2018 and the highly unpredictable switch rate in the current market environment, the Current Methodology is expected to under-estimate the CC load proportion for the upcoming hedge quarter. Hence, EMA intends to enhance the methodology by using the CC load proportion for the most recent hedge quarter.
