The Energy Market Authority (EMA) of Singapore and Electrical and Mechanical Services Department (EMSD) of the Government of the Hong Kong Special Administrative Region of the People’s Republic of China have renewed their Memorandum of Understanding (MOU) to deepen cooperation on energy security and resilience. This includes cooperation in emerging areas such as artificial intelligence (AI) and digital power grids.
The MOU builds on the partnership between EMA and EMSD established in 2020. The renewed MOU will provide a broader framework to promote cooperation and sharing of regulatory practices in three key areas:
Electricity and gas systems and markets, including planning and operations;
Renewable energy, energy efficiency and conservation, district cooling, AI and energy integration, and low carbon technologies such as hydrogen, and carbon capture, utilisation and storage; and
Cooperation at multilateral forums, such as the Asia Pacific Economic Cooperation (APEC), Singapore International Energy Week (SIEW) and EMSD Symposium.
Activities between the two parties will be supported by knowledge and experience sharing, as well as technical cooperation through training and exchange proogrammes.
Mr Puah Kok Keong, Chief Executive of EMA, said: " EMA is pleased to renew our MOU with EMSD and build on the strong cooperation between our agencies. Our exchanges have provided valuable opportunities to learn from each other’s experience in areas such as electricity and gas systems, innovation and low-carbon technologies. As our energy systems evolve, we look forward to deepening our exchanges in emerging areas such as AI and digital grids and strengthening our cooperation through platforms such as SIEW.”
Mr Poon Kwok Ying, Director of EMSD, said: “Building on our fruitful partnership initiated in 2020, this continuation allows us to deepen our collaboration on sharing knowledge and experiences in energy-related areas. From successful cross-border technical exchanges and joint APEC initiatives to our updated focus on digital grids, infrastructure interconnections, and AI energy integration, we are working hand in hand towards our shared vision of a green, low-carbon future.”
