Transmission Loss Factors (TLFs) are scaling factors applied to account for transmission losses and unaccounted-for energy. If such losses were not accounted for, settlement errors would result due to a mismatch between injection and withdrawal quantities. TLFs are used in equations in the Metering and Market Support Services (MSS) Codes for purposes of settlement in the wholesale electricity market and determination of electricity charges respectively.
In accordance to Section 6.1.4 of the MSS Code, the Energy Market Authority(EMA) may specify the methodology for calculating TLFs. The current methodology for determining TLFs for the Singapore Electricity Distribution System was revised and implemented in November 2012. EMA has reviewed the methodology and is proposing modifications.
Please refer to the Consultation Paper for details on the proposed modifications.
