In 2021, EMA and JTC Corporation launched the Jurong Island Renewable Energy Request for Proposal to accelerate the development of clean energy innovations for implementation on the island.
Three projects were awarded under the $6 million grant call.
Project #1: Project Circularity

Keppel Energy Nexus Pte Ltd and Ocean Sun AS will conduct a pilot of an innovative nearshore photovoltaic (PV) system. This system is based on Ocean Sun’s patented technology, designed to endure stronger waves and rough sea conditions in a nearshore marine environment to harness solar energy reliably.
The innovative floating PV systems involves placing the solar panels directly on a single circular reinforced membrane. This membrane is buoyed and protected by a high-density polyethylene pipe structure, ensuring enhanced safety, stability and resistance to stronger waves and rough sea conditions.
If successful, this will be Singapore’s first membrane-based nearshore floating PV system to reach 1.5 MWp and serve as a proven model for future scaling and replication in rougher nearshore waterbodies in Singapore and the region.

The project aims to demonstrate an innovative concept that utilises a virtual ledger to support round-the-clock production of green hydrogen, powered by offsite solar energy generation.
Up to 1.5 megawatt-peak (MWp) of solar photovoltaic systems will be deployed at Tuas Power facilities located at Tuas South and Jurong Island.
The Renewable Energy Certificates (RECs) generated by the export of the generated solar energy to the grid will be tracked using a virtual ledger. These RECs will enable the electrolyser to draw green electricity from the grid, ensuring a consistent stream of green hydrogen production.
If successful, the solution will develop a complete process and business model to produce green hydrogen locally.
It addresses the intermittency of renewable energy so that production of green hydrogen will not be reliant on when the renewable energy is available.
The solution also integrates the energy management system and the REC platform to optimise the forecast between power generation and demand.
Project #3: Battery for Round-the-Clock Renewable Solution

The project aims to demonstrate the innovative deployment of Vanadium Redox Flow Battery energy storage systems (VRFB-ESS) by utilising the existing storage tank infrastructure on Jurong Island.
The innovative ESS design demonstrates strong synergy with Jurong Island companies who owns storage tanks that can potentially be used for energy storage.
In addition, the VRFB-ESS is about five times more space-efficient compared to a typical containerised redox flow battery ESS. It also incorporates cloud-based smart energy management, enabling the optimisation of ESS operations for various applications.
The VRFB-ESS has the potential to accelerate the development and adoption of renewable energy as well as mitigating the environmental impact of industrial waste in Jurong Island.
